My current windows have deteriorated felt and rusted channels. Will this replace both or is a channel still needed? Window / Glass Run Channel - Flexible 6' Strip - 1/2

Trying to determine if this is an inner felt liner replacement or if it replaces both the channel and felt in a single piece.

So this is a really hard question to answer without looking at your vehicle. This window run channel does have a flexible, segmented metal core. I am not sure if your original channel is rusted out (then this channel would solve the issue) or if the cavity into which these mount is rusted out (this channel will not resolve the issue). You may consider ordering samples of this material and some other candidates to see exactly what you would be working with.
